Show DUELS 15 PLAN FBI NAVALRESERVE Drafts Amendment to Ap propriation Bill Which He Wants Adopted FEATURES OF MEASURE Re enlistment Made Attrac tive for Men Now in Service, Serv-ice, Numerical Strength WASHINGTON Deo 24 Creation of a naval resene from among honorably d scharged enl sted men of the navy Is proposed m a draft of an amendment to the forthcoming naval appropriation bil which Secretary Danie s sent today to the senate and house naval committees with a strong recommendation that It be adopted If th s amendment be enacted into law said Mr Daniels n a statement tonight two most important and neces eary means for promoting the efficiency of the navy wi 1 be provided First it will make aval able a reserve organiza tion of trained men to supp ement the regular establishment In t me of war Second it will increase the efficiency of the regular navy by offering a substan tlal inducement to men to continue in the service for periods of twel e s xteen and twenty years Features of Measure The principal features of the bill are as follows "Men who have had twenty sears of honorable serv ce may upon their own application be transferred to the reserve on half pay those of s xteen years serv ice with one th rd pay those of twelve years serv ce with one fourth pay those of eight years serv ce w th $60 per an num those of four years service w th $30 per annum and those now in c v life who have been 1 onorab y d scharged w thin e ght j ears may en st in the naval reserve and rece Ve pay at the rate of $12 per annum and be furn shed with uniform clothing outf t Prov s on is made for per od cal assemb lng for muster inspection and dr 11 Secretary's Letter In his letter to the two comn ittees Secretary Daniels said The reco ds of the navy depart ment for the last three years ind eate that tl ere is an annual ave age of about 3150 men honorably d scharged from the service who do not re enlist in the navy but take up c vil pursu ts The greater propor t on of these men quit the serv ce after only one en stment. It is be 1 eved that the legislation herein pro posed offers an Inducement wh cl will cause more of these experienced men to remain longer in the regu a service and that practica y al of those who do not re enl st in t e navy w U nevertheless enl st n t e naval reserve.
