Show COMMITTEES CHOSEN TO CONSIDER PLANS WASHINGTON Dec 24 Commit tees to consider the plans already presented pre-sented by various South American conn tr es for the maintenance of neutrality by the republics of the western bemis phere were named at today s meeting of the special commiss on of the govern ing board of the Pan American union. Three committees were named, the embassador from Brazil and the minis ters from Peru and Honduras to con eider qbe Peruvian plan the embassa dor from Chile and the ministers from Uruguay and Cuba that of Chile, and the embassador from Argentina Secre tary Bryan and the minister from Ecua dor the remaining three members of the commission to give their attention to a plan which Argentina may present later The Peruvian plan would provide for enlarged neutral zones in- both the At lantie and Pacific which would be de elared free from all activities of bell g eTent warships and wide open to all neutral shipping The Chilean plan eompnses the decree announced by that country several days ago and presented to the state department by Embassador Snarei It provides that belligerent vcsels in American ports should be given only enough coal to take them to the nearest port in the adjoining coun try unless they agree to go direct to European ports and that if any mer chant ship violates Chile s rules of nen tral ty no coal Bhall be furnished in a Chilean port to anv vessel belonging to the company owning the offending vessel ves-sel The Chilean government contends that if this set of neutrality regulations were adopted uniformlv bv all the American republ cs there would be no difficulty m maintaining strict neu tral tv on this hemisphere The comm ssion decided to meet aga n January " |
