Show COMMISSION BLOCKS FORFEITURE CLAUSE City Engineer Urges That G. A. He-man He-man Be Penalized for Slow Work. Efforts of Commissioner W. H. Shearman Shear-man to have the forfeiture clause enforced en-forced against G. A. Heman for his failure fail-ure to complete sidewalk extension 160 on contract time failed by a vote of three to two at the city commission meeting last night. A report from the city engineer showing show-ing that Heman had not begun to work on the contract until after the time for completion had passed and had pushed his work In such dilatory fashion that more than a year had elapsed without the completion com-pletion of I he contract.
