Many Serbian soldiers who retreated retreat-ed through Greek territory after " the fall of Monastir were not dis armed, but were treated with every ev-ery consideration, says an Athens dispatch to the Daily News. LOXDOX, Dec. 3, 10:05 p. m. The second phase of the Balkan campaign is developing slowly. Tt is expected, however, that with the conclusion of the operations against Serbia and the occupation of Monastir the whole Bulgarian Bul-garian army, when the weather permits, per-mits, will attempt to drive the British and French forces out of southern Serbia, Ser-bia, while the Austrians continue their efforts to overrun -Montenegro; and the Germans, with the aid of the Turks and what Bulgarians and Austrians can be spared, turn their attention to the Russians, Rus-sians, who again arc reported to have entered Rumanian territory on their way to Bulgaria. Activity of Turks. A report from France that part of the German army is going to the Gallipoli peninsula to assist the Turks in a great effort to drive the entente allies from the peninsula, is hardly credited in military mili-tary circles here, where it is not believed be-lieved that they can spare the men, guns and ammunition for such a venture. The Turks, it is true, have been displaying more activity recently in the Dardanelles, Darda-nelles, but this they are believed to have been doing more with ammunition which O they have been collecting during the quiet period than with any fresh supplies sup-plies from Germany. Rustchuk, on the Danube, west of the Rumania border, Jn the opinion of well-advised well-advised persons here, is to be the point of concentration for the Germans, both aa a warning to Rumania that it would be dangerous for her to join the entente allies and to meet any Russian advance. Conflict of Opinion. There is conflict in the speculation here regarding the position of Greece. Some dispatches say a satisfactory agreement has been reached between the entente allies al-lies and the Hellenic kingdom, while others aver that the situation is so unsatisfactory un-satisfactory that the entente allies have re-established their restrictions on Greek commerce. There have been no important developments develop-ments on the Russian or French fronts, eltliouKh the Italians claim home minor successes in their campaign against the Austrians. Naturally, much interest is displayed in the peace talk emanating from 'neutnil countries -and the proposed debate in the relchslaR next week, when lue imperial chancellor is to he asked wh-nher he Is prepared to state the terms on which Germanv would suggest placing the question of the future of Europe In the hands of diplomats. From neither the press nor the public does the talk of ending the war find any encouragement.
