Blis. assistant, chief i of staff of the army, became a major ! general today upon the retirement of Major General William H. Carter. Colonel John F. Morrison of the Fifteenth Fif-teenth infantry, now at Tien Tsin, China, will be promoted to be a brigadier briga-dier general, taking the place of General Gen-eral Bliss in the line. General Bliss will continue as assistant assis-tant chief of staff, with the probability of succeeding Major General Scott as chief of staff upon the latter 's retirement retire-ment in 1917. General Carter will be succeeded in command of the Hawaiian department by Brigadier General John P. Wisser, now in command of the First Hawaiian brigade, who will be relieved by Brigadier Briga-dier General Frederick S. Strong, now commanding the South Atlantic coast artillery district at Charleston, S. C. General Carter is a medal of honor j man. He won the decoration for gal-: lant conduct in saving the lives of several sev-eral wounded men during an Indian campaign. His military career began as a schoolboy private in the union army during the civil war, and later he entered West Point. He has seen much service and is accredited with having had a large part in the formation of the general staff system. Colonel Morrison was jumped over several other infantry regimental commanders com-manders who are his seniors because, it is said, of peculiar qualifications he has displayed in active service in the Philippines as an instructor in the army staff college and as military observer during the Japanese-Russian war. |
