Show Dr. Goricar Makes Vigorous Vig-orous Reply to Denials of the Austrian Embassy Em-bassy and the Accused Consuls. ASSERTS THAT HE SPOKE THE TRUTH Declares There Are Over 3000 Foreign Spies in the United States Under Un-der Instructions From Abroad. By International News Service. PROVIDENCE, E. I., Nov. 13. The Providence Journal vill say tomorrow: In a vigorous reply to the denials of tho Austrian embassy and several Austro-Hungarian consuls that they had been fomenting trouble in munitions plants and constantly intriguing with spies and secret agents, Dr. Joseph Gpri-car Gpri-car made the following statement last night: "Did anybody expect that these men were going to acknowledge tho fact? I can simply give my word of honor that what I havo .said is the truth and that the facts are going to be proved to the satisfaction of the American people. "I will state further that no violence, whether it be fire in munition factories, the explosion of a bomb on board a ship or 'the establishment of a fraudulent passport office, springs from the demented dement-ed mind of any single individual. Every act is planned in advance, men who can be trusted to go through with such criminal crim-inal performances are selected in advance ad-vance and the whole scheme is worked through the system. Individuals are simply ' carrying out orders that they got f roifi above. Has Exact Knowledge. "ily fifteen years' experience in the foreign service of Austria-Hungary has given mo exact knowledge of this spy system which is directed by the German Ger-man embassy through Captain Boy-ed and Von Papen, acting directly with Consul General von Nuber in New York. "These three men have full and complete com-plete knowledge of every move made by every German spy in the United States. In spite of their assertions that they are innocent of any wrong doing or of any knowledge of the burning of munitions muni-tions plants or of the wrecking of ships, they are in immediate touch with every transaction. "Every central empire spy operating in this country today is officially listed in the offices of these mon and their records are kept in card index form. There are, I should judge from my personal per-sonal knowledge, about 3000 of these men in the United States, and every one of them will do exactly what he is ordered or-dered to do and considers himself, as in fact he really is, a soldier under the direct orders of his military superiors. All Under Orders. These men have to keep in touch with the military and naval attaches of either the German or Austrian embassy or else with the consuls con-suls I have named already in my previous pre-vious statements, and from them they secure all maps and charts, sailing lists of steamers and the precise locations of factories where ammunition is being manufactured. NEW YOKK, Nov. 13. The inner ! workings of the gigantic arson and bomb plots will be exposed to the pub-lie pub-lie gaze as 60on aa President Wilson gives the word. United States Attorney H. S. Snowden Snow-den Marshall and William J. Flynn, chief of the secret service, hurried to Washington today. Their mission, it was learned upon the highest authority, was to inform Secretary of State Lansing, Lan-sing, Attorney General Gregory and other advisers of the president: First, that they know the men "higher "high-er up" in the anti-allies conspiracy hatched on American soil. Second, that a mass of evidence has been accumulated against these men. Third, that the evidence is in shape to present to a federal grand jury, with convictions almost a certainty. If the president gives the word to proceed, it is considered certain that not less than three (perhaps a dozen) diplomatic representatives of foreign governments can be involved. Data Is Complete. The government at present has almost complete data bearing upon the identity of the men financially responsible for the startling series of fires in munition plants and bombs aboard ships. "Legal evidence" has been obtained against at least four men of wealth in this city. The four alleged "bagmen" are: A millionaire steamship man with huge commercial interests in America. A prominent banker with strong social so-cial and financial affiliations with one of the central powers. The president of a company which has made millions out of its exclusive rights to a mechanical patent. , A wealthy American financially con- ; nected with one of the most powerful t banks in Europe. Comment of Officials. "An amazing story of intrigue with thousands of cross currents," was the comment today of a federal official cognizant of the material in the hands of the government. "The surface of the story may bs scratched next week at the trial of the officers and employees of the Hamburg-American Hamburg-American line. The name of a "high foreign for-eign diplomat may be brought out in damaging fashion at the trial. The story of this man's connection wilii one phase of the foreign propaganda may be sufficient suffi-cient to cause the government to request his recall." The Hamburg case will be called on Monday In the criminal branch of the federal district court before Judge Howe. The trial 'will commence probably on Thursday. The steamship men are under indictments for technical violalions of the customs regulations. It is alleged by the government that they secretly furnished German commerce-destroying warships with supplies. The German commerce destroyers de-stroyers were cruising then in the north and south Atlantic. ; Names of Defendants. Most prominent oi the defendants is Carl Buenz. Mr. Ducn2 was formerly German consul general in New York. He Is now resident director of the Hamburg-American Hamburg-American line. Tiie ether defendants are Otto Hackmeister. Gerugc K. Notter, Waiter Wai-ter Hopl enhaus and Felix ressner. ' Kess-ner Kess-ner is still at large. The others are at liberty on Sfjiuiu bail. William Truvers Jerome will be among the defendants' lawyers. Mr. Marsha 11 expected today to discuss tiiis case with the a.uorney general. He expected, too to discuss with Mr. Lansing new violations of the neutrality laws These involve diplomatic agents of foreign for-eign governments. With reference to the charges made by the Austro-Hungarian embassy in Washington Wash-ington yesterday that Dr. Goricar is a Russian spy and that he used his position posi-tion as consul to further Slavic Interests against those of - Austria-Hungary, Dr. Goricar said: ''The declaration of the embassy is utterly ut-terly ridiculous and can be proven so to the satisfaction of every thinking man. "When I returned to this country in the beginning of March of this year, after my resignation, I was notified by friends in tli e consular service that the government govern-ment had sent word to officials in this country to have me declared either insane in-sane or a Russian spy at the first sign of any movement on my part against their interests. He pleaded with me to withdraw my resignation and, in behalf of the foreign , office, promised me that if I would do so I would secure advancement advance-ment and a more Important post than I iad yet occupied. "I declined the proposition and Count Colleredo then told me that the embassador embas-sador was very sorry and would have done anything in his power to keep me in the service. "Since my return to this country I have never sought to disguise the fact that I have been working and still am working work-ing for Slavic unity. The Austrian embassy em-bassy has known very well from the first day of my return to America that I came back here for this specific work, and I am not ashamed of It. I have never used any ubterfuge or operated under cover. "On the other hand, however, the Aus-tro-Hungarlan embassy and Consul General Gen-eral von Nuber, with all the consuls mentioned men-tioned in my statement yesterday.' are intriguing in-triguing every moment against the peace and order or the XTnited States. They have used every method known to the spies and plotters to do their vicious and dishonorable work without discovery. "The charge that I have ever attempted at-tempted to induce any Slav in this country coun-try to treasonable acts against Austria-Hungary Austria-Hungary is a deliberate falsehood. If the Austrian embassy can prove that I have done anything of this kind in one single instance I offer jnyself up for the threatr ened punishment promised to such traitors and will cheerfully go back to Austria lo meet it. "It is quite true that -I am today sincerely sin-cerely desirous of victory for the allies. I have nothing against Austria except that I deplore the way in which the corrupting cor-rupting influence of Germany has destroyed de-stroyed her vitality and her government and filled her leaders with the mad desire de-sire to obliterate the Slavic spirit. I not only was never, disloyal to my trust while I was in the civil service in Austria-Hungary, Austria-Hungary, but even today, in spite of my very natural resentment. I would not under un-der any circumstances reveal a single official secret, and I have many of them, which came to me in the course of my consular service." |
