Tho commissioners gavo assurance that if a suitable means of construction construc-tion can bo determined upon and the uecessary monoy found available the.. improcmcnt will bo made. Sylvester Q, Cannon, city engineer, submitted several propositus To the commission relative to different forms of construction and the coat thereof. After considerable discussion the mat-tor mat-tor was referred to the committee of the whole. One plan is to make a dirt fill across the gulch for a distance ol' 1200 feet from each tido of tho gulch, with a concrete span to connect, the roadway to bo twenty foot in width, flanked for six feet bv" sidewalks on cither side. The cost of thia is estimated at 20,000. Another plan is to make a complete dirt fill across tlje gulch, terracing tho sides of the fill and planting grass anil troos. The cost of this would bo $22,000. As a means of raising moiiov for cither of those improvements the engineer en-gineer suggested a paving district be created on Thirteenth Hast from Fifth to Tftith South and spread the cost of the dirt fill or concroto span over tho entire district. There is a question as to whether this could bo done lcgully and the city attorney was instructed to make an investigation of this proposal. Tho committee from the board of education ed-ucation also asked tho commission if it would be willing to grant a franchise to the Utah Ijight & Railway compnny to fill in a gap on its Ninth South line and' its Thirteenth East line, so as to make a complete loop car line around the new high school. Assurance was given that such a franchise could be obtained under proper conditions. The board members comprising tho committee were J. T. Hammond. George M. Sullivan, L. !M. Bailey and Clerk l. P.
