BRAZILIAN ENVOY AGREESWITH BRYAN Secretary of State Explains Why Administration Abandoned Aban-doned "Dollar Diplomacy." WASHINGTON. June 15. Secretary Bryan discussed today with JLauro Muller, Brazilian minister of foreign affairs af-fairs on special mission hero, the reason for tho abandonment by the Wilson administration ad-ministration of the so-called "dollar diplomacy policy." There Is no lack of doslre to encourage increase of commercial commer-cial relations between the United States and Brazil and other nations, Mr. Bryan told his visitor This is to be done, however, how-ever, he said, without, having the government govern-ment back enterprises by American capital cap-ital In foroign countries. The administration, adminis-tration, he added, desires to see American Amer-ican business scoured abroad through tho establishment of friendly relations with those countries and their people, and by the use of absolutely honorable rommer-cla! rommer-cla! methods. Mr. Mnller agreed that this was tho wisest policy, and he asserted that he would do what he could to encourage en-courage Brazil's endorsement of it. Mr. Bryan suggested that tho state departments de-partments of the two governments could do much to prevent improper business from gaining a foothold by reporting promptly any cases they discovered. Dr. Muller promised to do this. Shortly before the Brazilian mlnlstor and his party left their hotel for the train tonight, Secretary Bryan called to say farewell.
