Show Newspaper Man Is Heard inBowen Case Bowen Charges Betrayal of Confidence in Printing Charges, Then Tnkes It Back. WASHINGTON May 22 The first of the three additional witnesses in the Bowen-Looihia ease summoned by Secretary Secre-tary Taft, reached Washington today In the person of John G Dater of the New-York New-York Herald, the reputed author of the nCWnpapcf publication containing the charge against Assistant Secretary Loo-mis, Loo-mis, which forms the basis of the case Mr Dater had a conference with Secretary Secre-tary Taft lasting about an hour lie told Secretary Taft that while In Caracas he had heard a great deal of these allegations allega-tions involving Mr. Ixiomls's administration administra-tion and bad Conversed with more than one person about them. Bowen Had Talked. Mr Bowen had talked, lie said, not making a request that Mr. Dater publish the charges, but stated that some day he hoped to be ahe to get the case before the public This testimony was elicited by Secretary Taft In connection with Mr Loomls's counter charges against Mr. Bowen. After Mr. Dater left the Secretary's office of-fice he was taxed by Mr Bowen With B nerrayat or continence in connection wtin the publication of the charges an imputation impu-tation which he donleii Subsequently Mr Bpwen, after talking further with Mr Dater, admitted that he hud done the latter an Injustice In making BUCh B charge Submits a Rejoinder. Mr Bowen saw the Secretarv Immediately Immedi-ately aft- r Mr Dater had left, when he submitted a rejoinder together with a general denial of all statements affecting his official conduct. Further Hearing Is Postponed. The further Investigation of the BoWen-Txiomlss BoWen-Txiomlss matter has been postponed pending pend-ing the arrival In this cltv Of William W Russell, late Minister to Colombia, whom Mr Bowen wants to have examined before be-fore any decision on the case Is reached Mr Russeii was secretary of the legation under Mr Ioomls when the latter wus Minister at Caracas Casper Whitney of New York, another Witness Summoned to Washington ha-s b( ii examined by the President, but It Is stated that he hsd no material evidence evi-dence to contribute to the Issue. Minister Russell Is Coming. Minister Russell was raided a week ago at Bogota to come to Washington, not in connection with the Bowen-Loomil Controversy, but to dlscuso with the authorities au-thorities here ids treatment of affairs at Caracas with special reference to the asphalt as-phalt controversy It is not Intended lo take any action In this matter probably until Congress meets next fall, provided nothing happens In Venezuela to force an lesuc The press advices from Caracas Indicating that the resources of the law have not been exhausted olid that an appeal ap-peal has been granted to a higher court makes it the easier fm- the Government here to proceed in this leisurely fashion It was explained at the War department Bowen May Go Home Mr Russell is on his way from Rogota and will probably not reach Washington for DlOrS than two weeks.
