Interna! Revenue Law for Islands Measure Prepared by Gov. Wright Has Been Passed by Philippino Commission. MANILA. July 2. After extensive discussion in public, the Internal Inter-nal revenue law for tho Philippine Philip-pine Islands, which was prepared by Governor Wright, has been paseed by the civil commlslon. It is estimated that this law will produce a yearly revenue rev-enue of $5,000,000 In gold, one-qunrter of which will revert to the provinces and municipalities where it is collected, and three-quarters of which will go to the ineular government. Under the law taxes will bo lovled principally upon alcoholic productions, beer, tobacco, cigars, cigarettes and matches There is to be an "occupation tax" and revenue will be derived from licenses. The law repeals a great number num-ber of taxes now Imposed upon poor people by tho existing Spanish law. The tax upon liquors and tobacco provided for under the laws is much lower than such taxes in the United Stntea It is believed the new law will furnish furn-ish a basis to provide for a substantial and sufficlont revenue for the government govern-ment should free trade between the United States and the Philippines ultimately ul-timately be established.
