Show DONGS OF CONGRESS I Skirmish in the House Over Committee Com-mittee Authority I DINGLEYS POWER SHORN HTS COMMITTEE WILL NOT A SORB FINANCE Indignant Protest of Walker First Gun Against Civil Service In the Senate K P PropositionMoney of Mississippi Introduced Petti grews Resolution Washington Dec 7The session of the house today though it lasted but two hours witnessed a very lively skirmish over the question of distributing distrib-uting the presidents message to the various committees clothed with jurisdiction juris-diction over the subjects dealt with The conflict of authority came between the ways and means committee and the banking and currency committee The I battle raged all along the line INDIGNANT PROTEST Mr Walker Rep Mass got the floor and indignantly protested that if the questions relating to our legal ten I del money which lay at the very foundation foun-dation of our currency and banking 1 laws were to come under the jurisdiction tion of the ways and means committee I the committee on banking and currency I might as well be dissolved I it was to be shorn of its responsibilities why continue it He avowed that in the last congress his committee had been i steadily disregarded Its members had I cooled their heels in the speakers lobby I lob-by he said and when at last they were allowed to bring in a bill the previous question had been demanded without permission for debate and he had been I allowed to address the house only by unanimous consent COX BACKS WALKER Mr Cox Dem Tenn the senior Democratic member of the currency committee seconded the protest of Mr Walker The presidents recommendations recommenda-tions as to national bank circulation he said were inextricably interwoven with the proposition to retire the greenbacks green-backs I the banking and currency committee was to do anything he submitted sub-mitted that its hands should not be ted He expressed the opinion that i the object of the resolution was to so divide the subject that nothing practical prac-tical would result AGAINST CIVIL SERVICE During the debate General Gros venor of Ohio fired the first gun against the civil service law and this also brought the friends and enemies of that measure into action Mr Johnson of ndiana in 1Ir n asrjnsing warning declared that ff a billtoj emasculate the civil service law were I passed it would meet the presidential veto Eventually Mr Dingley in deference to the opposition of the members of the banking and currency committee agreed to a modification of the order of distribution so as to send to the ways and means committee all matters mat-ters relating to the revenues the I bonded debt of the country and the treaties affecting the revenues The resolution was then adopted DECISIVE VICTORY After the session Chairman Walker claimed he had won a decisive victory and that his committee under the order or-der would have jurisdiction of a measure meas-ure to as he explained it convert the greenbacks into gold certificates But j members of the ways and means committee i com-mittee insisted that the changes of verbiage ver-biage in the order would not affect theirjurisdiction and that a measure such as the president suggested if introduced in-troduced in the house would be referred re-ferred by the speaker to their committee commit-tee The house adjourned at 2 p m I |
