Show weeksCLAIMS uF SEALERS I ARRANGEMENTS FOR TIE COt 3IITTEE TO MEET Features of the Text of the New 4 British Regulations The Sealing of Arms Does Not Reach the Object Ob-ject Aimed At Washington May 13An arrangement arrange-ment has been effected between the United States and Great Britain In which October is set as the time for the assembling at Washington of a committee to negotiate a treaty as to clams of sealers on account of Bering sea seizures Delegates will come from Canada to meet the authorities here The report coming from Victoria that had vacated the British government acted the sealing regulation because of the nonpayment of the United States of the 425000 claimed for seizures is said to be dueto misapprehension In view > 1 of the fact that the committee will i meet in October to consider these seizures there would be it is stated no present ground of complaint for nonpayment Moreover I is learned that the report from Victoria B C Is based on a misunderstanding ot the word sealing which does not appy to the seal animals but to the locks or seals by which implements used in sealing are locked up during the closed season From authoritative sources the substantial sub-stantial features of the text of the new British regulations have been secured se-cured Last year a rule was made that sealers could go to Japan or other proximate territory where a British consul or other officer would seal up the ammunition guns etc used in sealing Vessels having arms thus sealed up were allowed to remain In Bering sea during the closed season They were not subject to search and seizure a the seal on their arms was a guarantee that they were not capturing cap-turing furbearing animals But the British admiralty has found that this II rule is impracticable In one case a shipmaster concealed arms and used them in the closed season although I he had another set of arms sealed up as a guarantee against inspection Another An-other case the apparatus used for lifesaving life-saving was seized under the impression it was for killing seals Owing to these objections the British authorities have determined to abolish this one rule but not all of them and notice to that effect has been given The effect has I been to make it unnecessary for vessels ves-sels to go to Japan or elsewhere and have their arms sealed up during the closed season I is said however this will not permit British ships to poach during the closed season The laW against this is In the British statute books in the same words as adopted by the Paris court of arbitrage The abolition of the rule will not it is said permit the violation of the law against the use of arms etc in the closed season British naval vessels will patrol the sea as usual and the list I of these patrol ships is daily expected |
