A KUT TO PEACE Important CopyirlfjHt question Has Been Hoisted Washington March 7An important question relating to copyrights haa been raised by a sell known publishing house and is now under consideration at the treasury department The old copyright law made it illegal to bring into the United States foreign copies of books opyrlghtetl in this country rbo law of 1S91 amended the old 1 some unimportant ant particulars but expresslv stated It was not to go into effect until P subso quent date July 1 1891 The question involved is whether the new law not being be-ing retroactive did not release from the Importation prohibiting all books of American authors copyrighted prior to July 1 ISM Should it be held that the new law took the place of the new foreign editions of all American books written and copyrighted prior to 1S91 they might hereafter be Imported free of duty and without regard to American copyright laws which would interfere with tbo l publishing business in this country
