Romney and i Mulvey in which the muchdiscussed i question of whether saloons in a community necessitate extra police protection pro-tection played the important pat i Romney said it did and Mulvey well he said if all saloons were conducted con-ducted the way his was conducted the whole police force could a well be discharged The tilt was brought about by a communication from the fire and police board calling attention to the necessity I neces-sity of extra men during the carnival ten being considered sufficient I A resolution to allow the police department I de-partment ten special men during the carnival came up under the order of miscellaneous business Mulvey did I no want to limit the number of men but leave it to the board of police and I fire commissioners This was objected I to by Romney who said he was surprised sur-prised at the action of Mr Mulvey I in view of the state of the finances i fr wish all the saloons could be I closed up during the carnival and we would not need any extra police concluded I con-cluded Mr Romney This brought Mulvey to his feet and I i he made a vigorous attack upon Rom I ney He was surprised he said to I I see a man who was old enough to be the father of nearly every member in the council make such a statement te mae He had formerly entertained some respect I re-spect for Romney but after such a statement he believed he was not entitled en-titled to that respect and henceforth it would pass out of the speakers breast Romney In reply said he thought he had gone through a many experiences in this world as Mr Mulvey He still maintained that the sons were the cause of most of the disturbances It was in consequence of the large number num-ber of saloons that it was necessary to have a large police force After some further discussion the department de-partment was allowed ten men for a period of seven days at a salary of 3 per day This decision was not reached however until Mr Mulvey had repeatedly called Romney to order for talking in a personal manner Romney denied this and spoke as a matter of personal privilege THE CARNIVAL Le Prohon as chairman of the special committee for decorating the joint building made a verbal report and asked for a appropriation of 250 for decorating purposes OMeara objected to any verbal report from the committee commit-tee and his point of order was sustained sus-tained by the chair A petition signed by Governor Wells and other leading citizens asking that the city appropriate 500 for the purpose pur-pose of decorating for the carnival was introduced This was referred without action Le Prohon in the meantime had prepared a resolution to appropriate 250 for decorating the joint building but in the rush of business it was not called upHARRIGANS HARRIGANS CHECK In the matter of Frank Harrigans request that a check of 550 which was forfeited through his failure to enter 1 into a contract according to the terms I of his bid for the work of ditching I and fencing at the sewer farm be restored stored tO him the herd of public works represented that the amount I was barely sufficient to cover the cost of advertising for the bids The statement state-ment by HarrIgan that onehalf of the I proposed work was under water which I he gave as a reason for net entering I into the contract is termed erroneous I by the board The city which is now doing the work has not in any way I been retarded from the water and the board does not think Mr Harri I ga trouble would have encountered any Regarding the request of Mr Harri gam that thle council instruct the board that he is in no way disqualified from bidding for other work because of his failure to comply wit the terms of his bid in this case the board considers con-siders it untimely as no such a question ques-tion has been considered by the board After a lengthy discussion a motion to refer the matter to the sewer com mittee was lost and the report o < f the board adopted by a vote of S to 5 FIREWORKS OMeara introduced a resolution instructing in-structing the police to prohibit the firing of all fireworks whatsoever within with-in the fire limits at any time from now and until after the decorations have been removed and further that the chief be instructed to post a notice apprising ap-prising the public of this order The resolution was adopted and there will 0 no firing of explosives within tho fire limits MCALLISTERS CLAIMS J G McAllister provision inspector sent in a claim of 48275 for salary alleged al-leged to be due him up to July 1 1896 Mr McAllister states in his petition that the city auditor has refused to issue the warrants on the ground that the office of inspector of provisions was abolished by an ordinance passed by the city council February 5 1896 Committee Com-mittee on claims Petitioner called attention to the decision de-cision of the supreme court in the case of A S Kendall against the city auditor audi-tor where It was held that the office of inspector of provisions is created by force of the state law and that the appointee holds office for a period of two years which in the case of Mc Alliste was on October 16r 1894 Under Un-der these conditions the council had no power to abolish the office Referred to committee on municipal laws NATURAL GAS The Salt Lake Ogden Gas Electric Elec-tric Light company sent in a communication communi-cation stating they were prepared to furnish natural gas for heating the crematory and should be glad to COnfer COn-fer with the committee on sanitary the I I rules and quarantine regarding j matter I Mrs F R Farmer 623 West Fourth North street addressed a letter to the council cnaiting that she would be fore cd to seek legal redress from the city for being deprived of the use of her arm through an accident in the joint building The letter did not state how the injuries were sustained Committee on claims City Attorney McKay notified the council that Esther Walker who had claimed 3500 dmages for flooding plaintiffs land had been awarded 50 damages bj a jury in Judge Streets divisi < n and requesting that the amount be appropriated Adopted The committee on waterworks recommended rec-ommended extensions of the water mains on Bridgeport street between FourtTi and Fifth East and on Sixth West between First and Second North streets and the report was adopted All merchants who wish to decorate for the carnival need not apply to the council as the chiefs of the fire and police departments were granted authority au-thority to issue permits After passing a special appropriation of 85 the council
