Show OFFICES FOR CUBANS + Policy of General Brooke In Governing i Gov-erning the Island + INSURGENTS ARE CHOSEN t ALCALDE LATE pRESIDENT OF THE CUBAN JUNTA f Those Who Fought Are Given the Preference Important Offices at Havana Filled By Cubans Insurgent In-surgent Officers Expect Civil Offices Offi-ces Corresponding to Their Rank t New York Jan HA dispatch to the Tribune from Havana says The most important nominations recently announced an-nounced here are those of Mario Men Me-n ical at chief of police Perfecto La Costa as alcalde r or mayor and Fed erico Mora as civil governor The latter lat-ter is not so well known as the two former but he is satisfactory to the conservative Cubans and Spaniards He was a member of the revolutionary I junta in Havana during the insurrection insurrec-tion Menocal was commander of the insurgent j in-surgent troops in Havana and Matan I zas provinces His cooperation with j the American military authorities has already been noted His place will in reality be more than that of chief of I police in the city He will advise with i General Brooke and General Lee in the i i formation of the rural uolice and in i I other matters of pOlicy and administration administra-tion Perfecto Lacoste who is named as alcalde was the president of the Havana i I Ha-vana revolutionary junta and nOw holds a similar place in the Junta Pa triotica which succeeds it i The teniente alcaldes have functions func-tions analogous to those of assistant mayor and aldermen One of them Juan Barre re is a professor in the university Others were deported by Weyler to the senal settlement in Africa Several of the aldermen were also political exiles and some served in the insurgent army The reorganization of this city council coun-cil was one of the most serious problems prob-lems here The body was in disfavor Several of its members were willing to i j stay and are disappointed that their j I resignations were accepted Under a I rule made in Washington it will have nothing to do with the granting of I franchises Its functions will be limited lim-ited to municipal administration and the military authorities are hopeful that their own labors will be lightened General Menocal and others of the insurgent in-surgent troops first secured the consent con-sent of the assembly which reuresents the insurgent army so that no friction I can arise from this source The appointments show the sincerity of the purpose to recognize the Cubans and to give preference to those who have fought In the insurrection or who were identified with it The Spanish Span-ish classes take them philosophically and sv most of the men named are worthy The radical insurgents who are disappointed have now to find fault with the Americans In the custom house the plan of recognizing rec-ognizing the insurgents has gone so far that other Cubans complain that i their applications are pigeonholed I without reading Yesterday twentytwo officers of various grades in the insurgent I insur-gent army were given places under Collector Col-lector Bliss Most of them expected I places corresponding to their rank As I I tne policy auopteu in tne custom lOUSe is to begin at the bottom of the ladder and acquire experience before giving appointments as inspectors and appraisers ap-praisers this could not be dne The insurgent officers complained and two or three of them failed to report for duty The others though grumbling were at their posts Isolated instances of vandalism by American soldiers are causing complaints com-plaints from keepers of cafes They try to observe General Ludlows orders against selling alcoholic beverages to soldiers and are victims of resentment I All cases of this kind are vigorously punished but the effect of a single case is bad The Tenth and Eighth infantry infan-try which are encamped inthis city are behaving admirably While the American officials are get ting along well with the Cubans they continue to have differences among themselves The latest trouble is over the sanitation of the custom house Colonel Bliss wants to go ahead and cleanse it but after work was started it was stopped because the method was not in accordance with General Lud lows general plan |
