Show TIE TIIEATY UNDER FIRE3C Californias Senators Are at Loggerheads Logger-heads Over I Washington May 7The Chinese treaty was under discussion for six hours by the Senate in executive session today but that time proving insufficient for its disposal it went over until tomorrow when Senator Morgan gave notice he would again call i up Speeches were made favorable to its ratification by Senators Morgan and Sherman of the committee on foreign relations re-lations and i > y Senator White of California Cali-fornia while Senator Perkins of California fornia spoke in opposition Senator White offered some amendments amend-ments to the treaty providing for closer restriction upon registration of returning Chinese and said that with this safeguard safe-guard added he thought the treaty would be accepted Indeed without the amendments amend-ments he would probably vote for the treaty as in his opinion it was an international in-ternational confirmation of the present laws of this country against Chinese immigration im-migration Senator Perkins took the opposite view and contended that the ratification of the treaty would mean the throwing down of the bars to the Chineseand that it would undo all that had been done in the past two years to restrict or control immigration immi-gration He objected to much of the phraseology of the treaty and contended con-tended that if it was to be ratified at all as he did not think it should be it should be very carefully amended in many particulars Senators Morgan and Sherman urged that the treatny was a favorable one to the United States declared that it accepted ac-cepted and confirmed all our antiChi nese legislation and said it opened the way for amicable extension of our trade with China and the improvement of our relations with that country The only vote taken during the exec uf ns Mc fl utive session was on Senator Mitchells motion to consider it in open session and moton it Was lost 18 to 35 |
