Show To Regulate InterState Telegraphs WASHINGTON Feb 5Senator Cullom today reported favorably from the committee com-mittee on commerce Senator Spooners bill to regulate interstate commerce by telegraph Its provisions are similar in general tenor to those of the interstate commerce law as applied to railroads The bill includes a provision similar to the long and short haul clause of the interstate commerce law In the section forbidding I special rates rebates or drawbacks to any person firm or corporation the following proviso occurs But nothing in this act shall be construed as prohibiting telegraph companies from sending transmitting and I delivering messages for the United States or state or municipal corporations corporatons or those intended for publication as news at lower rates than are charged for social business and other messages but no such company shall discriminate between pub lishers and newspapers but allowing terms or advantages to one or more newspapers S for like and contemporaneous service which are not allowed to newspapers in any city town or place where there is or 1 may be a telegraph office from which such messages may be dropped t |
