Show Blairs Bill to Promote Mendicancy WASHINGTON Feb 5After a long discussion cussion on the question of providing more rooms for the use of committees the Senate Sen-ate took up the bill to provide a temporary government for Oklahoma The clerk commenced to read the bill but he had not completed the readingwhen the bill to aid in the establishment and temporary sup port of common schools was taken up as unfinished business Blair addressed the Senate After speaking a few minutes in advo cacy of it he temporarily yielded the floor to Sherman who from the committee on foreign relations reported the following joint resolution which was folowing on the calendar congratulating the people of the United States of Brazil on their adop tion of a republican form of government Resolved etc that the United States of America congratulate the people of Brazil on their just and peaceful assumption of the powers duties and responsibilities of self government based upon the free con sent of the governed and on their recent adoption of a republican form of govern men t goyer This joint resolution is reported as a sub stitute for that of stitut Morgan which was re wal ferred to the committee on foreign rela tions I omits the words expressed in their repudiation of monarchic rule It also omits several paragraphs declaring the recognition of the United States of Brazil as the lawful and rightful Brazi L directing the President to require the peo ple and officers of the United States to C recognize the flag of the United States of Brazil as the flag of Sttes I Brazi fag a free sovereign and L I independent state Blair then resumed his argument He I declared the constitutionality of the bill I bi was beyond question and spoke at length in support of his favorite measure In the executive session of the Senate this afternoon the Samoan Senat brought up again by Edmunds resolution i declaring i the understanding of the Sen I ate that the rights of the United States to Pago Pago harbor not disturbed by the treaty This was discussed for a long time The vote on a motion to lay the resolutien on the table disclosed the fact that no quorum was present and the < Senate then adjourned A majority o f those present were in favor of laying the < motion on the table |
