Democrats and approved Adjourned A Republican caucus was announced to be held immediately The Republican Re-publican caucus was called to order by Henderson of Illinois The new code of rules was discussed by McKinley who explained ex-plained them in detail The reading of the new code consumed a great deal of time As each rule was read its A it provisions were explained by McKinley or Cannon There were frequent inquiries for more detailed Information as to the effect of the changes Generally the report of the committee was without material amendment but there was one vastly important addition viz Such legislation was placed on the proper calender and the reports of the committee com-mittee on invalid pensions were mado in tder at any time This change was made a yote 01 0 to a T Ihree calendars are provided for under rule 15 A new clause was added as fol lows On the demand of any member the names of members present but not voting on any call by the speaker of the ayes and nays shall be noted by the clerk under the supervision of the speaker and be recorded in the journal and record immediately im-mediately after the names of those voting in the affirmative and negative under the head of present and not voting and shall shal be followed by the names of absent mem bers which shall be entered under the head of absentees This is in line with Speaker Reeds ruling Under rule 15 clause 4 reads When a question is under debate no motion shall be received but t adjourn to lay on shal table for the previous question which motions shall be decided without debate Jo postpone t a day certain t refer or to jbmend or postpone indefinitely which several sev-eral motions shall have precedence in the foregoing order and no such motion being decided shall be again allowed on the same day at tie same stage of the proceeding pro-ceeding This section is aimed at filibustering and changes the old section by striking out mo tions which may be received t fix a day to which the House shall adjourn and to take a recess In section 5 i of the same rule the provis ion that motions to adjourn t a fixed day and t take a recess shall always be in order was stricken out session until 7 oclock Great secrecy in regard to the proceedings was preserved and every ef fort was made t prevent the action of the caucus from becoming public While it is stated that on every question presented the caucus was harmonious the length of the session and the known op position of many prominent Republicans to any radical change in the rules render the accuracy of this statement doubtful In fact it has been gathered that far from being harmonious the caucus at times was strongly worked up by the expression of totally divergent opinions and that this proposition is the i more probable one is evidenced by the great care which was taken t orevent the facts being known |
