Show Henry Clews to Secretary Windom NEW YOKE Dee 1C Henry Clews has addressed an open letter to the secretary of tae treasury in which ho makes one or two novel suggestions aoout silver legislation Clews says Congress ought to amend the present silver law by inserting a clause giving the secretary of the treasury au taority to change at his discretion the pe rous of the purchase of silver At present the law provides for 4500000 each month which is absolute In place of this to pro v Me for the present money crisis substi I lute at the secretarys discretion authority to purchase double that amount in December Decem-ber equal t yUlO000 ounces and the same for January February and March and to suspend the purchase entirely to provide for the same in the months of April May June and July next What is important for the people of the country t know for certainty is that they can rely upon the present law being permanent and not subJect sub-ject to changes ot convenience every Congress Con-gress When the present law has been in existence a year it will Bring out new sil ver money aggregating 00000000 and each year thereafter an equal sum In ten year from the date of the passage of he act the amount of this money will be about 000010000 This amount of increase I am of the opinion will be ample for that class of money and it would be unwise to increase I in-crease it It certainly will be sullicient if Congress will also pass at an early date Shermans bill which provides for national bank bills to be issued up to par value of United States bonds This will increase that clras of money 15000000 tat cras 150000 |
