Show EAST TEJ1PLE 8TKEET PAVEJIENT The other day THE HEHAXD representatives representa-tives questioned a good many men more or less prominent in the community concerning concern-ing the paving of East Temple street Without exception we believe all who were naked gave it as their opinion that the work should be done So far so good Butt But-t the reader of these expressions as published pub-lished last Sunday will be struck with two facts the first being that the gentlemen who do not own a foot of land on the street were very urgent in the matter of going ahead witli the improvement and the second being that the property owners thought the work should be delayed This is human nature and it is business nature If it cost hIm nothing the average man would want for nothing The nontax S payer is the fellow who complains loudest of la k of progress in government The man who pays nothing into the public treasury is quickest to find fault with public pub-lic expenditures In thjs matter of paving the opinion and wish s of the propertyowners should govern and control It ought not to ba left to the decision of the council or to persons not financially interested on the streets to Mccide We think tho time has arrived when three blocks of East Temple street extending south from South TempleS Temple-S should be paved and doubtless every man who owns nothing there and who would not be involved to the extent of a nickel would vote to at once go ahead with t te t improvement but would it bo just to the property owners to the men who would S have to bear the cost of the work to com fpel them to pave the street this year Tat HEPAID thinks not We think it 1 would be oppressive The regular taxes shave been increased about 300 per cent which is itself a pretty heavy burden and is proving embarrassing to a number of t East Temple street propertyowners asS as-S we have been assured by the gentlemen themselves It was only a little while ago that they were compelled to pay the heavy special tax for the sewers From ono end of the business quartet to the other they arc being forced to lay new or repair oldfiidewalksatconsiderablocost And now jtheyare g tting notices toco nect with the sewers which will cost all the way from 73 to S300 for each connection I It will thus be seen that the East Temple t street propertyowner is carrying a pretty load in I9O To put an additional tax of 16 a foot frontage on him for pavement whilo it would be very pleasant for the nontaxpayers would be oppressive to 0 the man who pays the money There will be other years after this A and ortho sake of the pdoplo who own proper we sincerely hope those years will ii be crowded so full of schemes for n i cinching Tho community gotten nlongreasopably well for forty years without S with-out a pavement on East Temple and there will bo no great suffering if the improvement improve-ment still be delayed one mo re twelvemonth twelve-month |
