Show Garbage Collection Bid Accepted, But Not Approved By GARY R. BLODGETT NORTH SALT LAKE A single bid of $2.50 per residence resi-dence per month for garbage collection was accepted, but not officially approved, by the North Salt Lake City Council last night. DAVIS Sanitation Co., Inc., submitted the lone bid which is substantially below the $4.06 charged per month for collections collec-tions by another commercial hauler. However, the city is faced with a legal problem because it entered into a five-year agreement agree-ment with another firm last year and now city officials want out of this agreement. THEY ALLEGE that the rate being assessed ($4.06 per residence per month) is substantially sub-stantially more than is being paid by residents of neighboring neighbor-ing cities. City officials also complained com-plained that the service was "not always what it should be and they (elected officials) have the right to change commercial com-mercial haulers through public bidding." THE COUNCIL last night asked that a declaratory judgement judge-ment be sought through the local (district court) to determine deter-mine if the existing contract with Browning-Ferris Industries Indus-tries (BFI) is legal and binding. Aspokesman for BFI told Mayor Robert Palmquist before be-fore last night's meeting that if the city council approved any other bid and did not honor BFI's contract with four years remaining, the hauling firm would file a legal suit against North Salt Lake. AT THE time of the bidding a year ago, BFI was the only contractorto submitabid. BFI did not bid last night alleging that it already has a legal and binding contract with the city. For the past two years the garbage collection in the city has been done by a commercial hauler at a cost to the residents of about $4.06 per family. There are about 1,000 residential residen-tial pickups in the city. COLLECTIONS WERE made on Saturday mornings and some residents complained com-plained to city officials because be-cause of pickups being missed or if placed on the surb Friday night the garbage would become be-come scattered by animals or ' because of inclement weather. Several councilmen noted that they had received complaints com-plaints from the previous hauler, haul-er, Browning-Ferris Industries -(BFI) because of a bad attitude of some drivers and because of the inconsistency of the pickups. CITY OFFICIALS also suggested sug-gested that garbage hauling contracts be made for only one : : -year, but garbage haulers attending the public meeting ; : said this would not be equit-able equit-able or fair to either the hauler : ; ; .; : :: : or the city.
