Eochef ort tendered ten-dered his resignation in the Chamber, of Deputies yesterday, because of the rejection by that body of a proposition to extend amnesty to political offenders. M. Soubeyran moved that the government resume negotiations with the Powers to effect a bona fide praotical and reasonable monetary system. M. Soubeyran dwelt upon the inconvenience of the mono-metallism. The partisans of bi-metallism, he said, were increasing. The fall in value of silver had aggravated the existing industrial and commercial com-mercial crisis. The PRODUCTION OF GOLD WAS DIMINISHING While the consumption was increasing. The gold supply would fail if an attempt be i made te demonetize seven milliards of silver. Merchants were bi-metallists, while Only a few theorists were mono-metallists. Silver had depreciated because several countries had excluded it from their monetary systems; gold would suffer equally under the same conditions. M. Sadi-Carnot, Minister of Finance, said he thought it useless to discuss the question further. He admitted that a monetary union of all the Powers would greatly benefit bene-fit commerce, but pointed to Amenca and Germany to show that efforts for the formation forma-tion of a union were useless, and that the time was inopportune for such a movement: M. De Freycmetpromised to resume negotiations nego-tiations with the Powers when the proper time arrived. The motion was therefor withdrawn. j |
