The national average was 24.4 and the ratio in the mountain states was 23.0. Only Mississippi, California and North Carolina had a higher pupil-teacher ratio. While overcrowding of classrooms Is undesirable, the principal factor in reducing pupil-teacher ratios in many states Is the maintenance of separate schools for fewer than 20 pupils.
