Show Secretary Marshall States Facts In South America Secretary of State George C. Marshall, speaking in Brazil, frankly advised Latin America that economic assistance to Europe Eu-rope by the United States must have priority over the wishes of other countries in this Hemisphere Hemis-phere to receive immediate economic ec-onomic assistance from this country. Mr. Marshall told his South American listeners that the United Unit-ed States has assumed heavy economic burdens in an effort lo solve political ana economic problems in Europe which now threaten to produce starvation and chaos. Moreover, he declared de-clared "the economic rehabilitation rehabilita-tion of Europe is vital to the economy of this Hemisphere." Advising the delegates to the Inter-American Peace Conference Confer-ence that the Western Hemisphere Hemis-phere abounds in resources, skill and private enterprise, he urged that the nations concentrate now on .mutual defense according to previous plans and advised the other nations to trust the United States to help work out the economic eco-nomic problems of the Hemisphere Hemis-phere at a later date. 2,000,000 Employees Face The Test Of Loyalty The Civil Service Commission has issued instructions to all executive ex-ecutive departments and agencies, agen-cies, outlining the first steps to be taken in connection with measures mea-sures designed to establish the loyalty of more than 2,000,000 federal employees. The investigation embraces only the employees of the executive ex-ecutive branch of the government govern-ment and does not apply to Congress Con-gress and congressional staffs or to the courts and their employees. employ-ees. It results from an order issued is-sued by the President last March and, if it is worth making, should be duplicated by a similar sim-ilar investigation of all other federal employees. There has been considerable questioning, of the loyalty of some federal employees. During the war years, when many new employees were engaged, it was inevitable that the background and antecedents of some employees em-ployees did not receive the investigation in-vestigation that usually takes place in normal years. . . The idea that any great number num-ber of federal employees are disloyal dis-loyal to the United States is preposterous. If it is true, then the system of government that we have is a failure and some steps should be taken to correct the condition. |
