Wells Office of the Mayor and City Council May 20, 1985 An Open Invitation to Park City Residents and Taxpayers to attend the Public Hearing on the 1985-86 City Operating Budget, to be held in the City Council Chambers, 445 Marsac Avenue, at 5:00 p.m., June 6th, 1985. I know that frequently citizens feel that their input into the decision making and budgeting process of the City is not important or that if they tried they would not be listened to. I've been the Mayor of Park City for nearly eight years now and I want to tell you that is simply not the case. We just completed public hearings on our Capital Improvement Budget for construction projects and public input in that hearing process did make a difference and the Council adopted a budget that was different than the one recommended by City Staff based on that input. This year the City Council faces some difficult budgetary choices because of demands for increased services, such as year round bus service. At the same time we are anticipating little growth in City revenues that primarily come from property taxes and from sales taxes. The proposed budget does include a two mill levy increase to cover the cost of making improvements at City Park this summer but no other property tax increases are proposed. We are considering an increase in the Resort City Sales Tax of one quarter of a percent to fund expansions to the City's bus system. The City Council faces difficult choices in this year's budget making process. As residents we all want improved service but want a lean budget and low taxes. You can help the City Council and me in setting priorities by participating in the public hearing budgeting process.
