It Is renerally believed that the suit against (! railroads will he In stltutd at Chicago, as the most central cen-tral point. The details of the legal prooeorllnfcs were left by the President entirely In iho hands of Attorney General Wlc-korshnnt Wlc-korshnnt and the department of Justice Jus-tice ofiioials. Mr. Wickcrsham's conference con-ference with the President was a hurried hur-ried one, hut it is understood the matter mat-ter was discussed at souio length by the President at the cablnot meeting ' this morning.
