"Good roads" measures again took np practically the entire session of tho house of representatives Tuesday afternoon. af-ternoon. Three bills were cleaned up and passed, all bearing on the movement move-ment for better roads throughout tho state. Notwithstanding the amount of work transacted, the session was a quiet one and, barring a. few amendments amend-ments to the bills, there was but little lit-tle discussion of the measures. Hou6o bill 57 came up first. It provides pro-vides for a uniform system or taxation, taxa-tion, and an amendment was offered In effect that taxes bo payable Juno first of each year Instead of April first. There, was some discussion as lo this, during which it was brought out that Just about every county in the state wanted a different time for the payment of taxes and the performance per-formance of work. The amendment failed to prevail and the bill finally passed by a vote of 34 to 6, five members mem-bers being absent and not voting. House bill 58, having to do with the payment of the cost or road construction con-struction to abutting property owners, went through in Its original form, which provides for an assessment of 25 per cent on the cost of work done on the roads. An amendment was or-fered or-fered reducing this to 20 per cent, but the amendment failed to score. I House bill 59 finally went through in I its entirety, after quite a prolonged discussion. The bill provides for an ' annual vehicle road tax, Its manner of collection and expenditure. Representative Represen-tative Cannon got off on the wrong - foot when he stated that the automobile auto-mobile was perhaps the easiest of all I forms of vehicle on the roads. He commenced to tell at some length Just how little harm autos did to roads, by way of making an objection to the amount of tax assigned to autos. Within a few minutes, however, it was brought out that; according to government govern-ment reports, automobiles were Just ; about as destructive to roads as any ' form of vehicle which has as yet been devised. ' Not only are they death to ordinary roads, but under high speed will even ruin a macadam road in a very short time. An amendment was offered to the effect that the tax on wagons not used on the state or county roads but merely mere-ly for farm use, be not Included In the tax schedule, and this amendment, went through. The vote upon the measure stood 36 to 5. Committee work is commencing to occupy a large amount of the time of the members of both houses, and many important matters will come before be-fore the various committees between now and tho end of the session. There was only one committee report filed yesterday, namely, that in favor of senate bill 23, an act to amend section J 822 of the Compiled Laws of Utah. 1907, relating to nominations.
