Claims He Was Treated Discourteously Discourteous-ly By Membero of City Council at a Meeting on Feb. 1. John S. Lewis, in resigning Irora the presidency of the Board of Park : Commissioners of Ogden, has sent the following letter of resentment over i the action of the city council In Its ! j treatment of the park commissioners j to Mayor Brewer: Hon. A, L. Brower, Mavor Ogden I City. Utah; Dear Sir: At a meeting of the board of directors of tho Park j Commission held January 13, reports i and recommendations were made ; showrng the work that had been ac-, ac-, compllshed, the Improvements necessary neces-sary to be carried out to complete the work that has been planned, the ; improvements: 'upon street .'parking ; and trees, financial report, together j with an itemized statement showing the number of trees and shrubs on ; hand, where located, etc.. belonging to each" of tho parks, and a statement of the cost of maintenance for the j ensuing ynr. These reports and recommendations J were presented to the city council. January 18th. by tho clerk of the ; board and ordered filed, without even having been read. A motion was then introduced and carried to tho effect "That the Board of Park Commissioners Commission-ers knew tho meeting nights of the city council and If they deal red to i meet with them thoy eould do so on , any regular meeting night of the council." Such an invitation extended through the council did not show the board the courtesy due them and they did not accept of such invitation. Through the efforts of the president of the council. Mr. Browning, we succeeded in having a committee of the whole called to meet February 1st, whore a thorough discussion of the park needs could be explained and a better understanding un-derstanding had for a financial appropriation ap-propriation for the ensuing year. Notice Not-ice of such meeting was given to each member of the council and there were present the mayor, President Browning, Councllmen Peery and Austin Aus-tin three out of the ten councllmen together with Superintendent or Parks W. T. Stillwell, and myseir. No excuses were received from the other seven councllmen. February 8th, the city council met in regular session and our recommendations recommen-dations were again not read, some or the councllmen not knowing what recommendations rec-ommendations hod been made.voted to appropriate $5,000, which after much discussion, finally passed. The action taken by tho city council coun-cil towards the Board of Park Commissioners Com-missioners haB be6n entirely discourteous discour-teous and is a reflection upon the board for Its efforts, to better the condition con-dition of our city for the past twenty months, who services have been rendered without pay. The sums appropriated, namely $5,-000, $5,-000, Is entirely Inadequate to do any Improving whatover, as $4,875.00 is required re-quired for the proper maintenance of the parks as at present regulated, and this deficient appropriation will deter de-ter the advancentent and improvement improve-ment of the parks, public parking and trees of our city, and mean6 for this locality another , step backward In-i In-i etead of forward. Ogden is considerably behind all : progressive cities in 6lmilar work and the action taken by the council Is j also a reflection on those active cltl-I cltl-I zens who believe that there has been for Borne time a crying need for a j bettor and modern park system and ! a better regulation and care for tne public trees upon our streets. In view of the Bmall appropriation the lack of advancement alosg the lines of beautifying our city wtth no ncouragement whatever from the city officials the discourteous treat-' treat-' mont of our board and the likely I repetition of these matters by future councils, I now respectrully suggest and recommend that the present state : law creating the Board of Park Commissioners Com-missioners bo repealed, while the legislature leg-islature Is in session, and that such work revert back to committees of the council as formerly. A In conclusion, I desire to say that a great amount of time, thought and ; study to better the parks and streets of our city has been given and even I with such study we find tho present laws need strengthening:, giving I greater powers to the board, but with the assistance and support given us ! by the council, caused mostly by Jeal-I Jeal-I ouslea and petty strifes, I ccn see no I reason why the laws should be so j corrected and ameuded, but should be j repealed. The efforts of the board are certainly cer-tainly not appreciated by a majority of the council and In view of the facts above stated I hereby tender to you my resignation as president and director di-rector of tho Board of Rark Commissioners Commis-sioners of Ogden.
