The message of Governor Dlckerson was read in b.ith houses of the legislature today, after which an adjournment was taken tak-en until tomorrow. '(he message makes -numerous recommendations re-commendations which the governor thinks should bp carried into efftcL The state treasury, he says, shows a balance or $800,000, while the taxable property of the slate has increased mere than ten per cent. During the last nine months $10,000,000 worth of j bullion was extracted from the mines and $81,000 were collected as bullion tax. . The governor criticises the present mode of railroad taxation, and recommends recom-mends the abolition of the state board of assessors. The retention of tho state police Is advised. The olllce of Mate auditor also should be abol- Ished. says the governor. The work of the railroad commission is praised and greater powers for it are' asked. The United States circuit court is censured for its delay in deciding on the constitutionality of certain laws. The passage of a law levying a Lax of lour per cent on the gross receipts of express companies doing business in tho state is favored. A number ot recommendations regarding the regulation regu-lation of banking are made, Including an endorsement of the Oklahoma guaranty law. Tho governor favors the election ot United States senators by direct vole of the people, as well as the Initiative Initia-tive and recall. More stringent laws legarding divorce are asked for and the governor recommends tho pas-i pas-i sage of the bill drafted by the National Na-tional congress of uniform divorce laws. The codification .of the laws of Nevada Ne-vada is urged and a board should bo appointed for such purpose. Tho mortgage mort-gage tax Is declared to be unjust and the people shoiM be allowed to vof.e on the question of its change. A law abolishing lobbying and making it a felony punishable by imprisonment should be passed, KAid the governor. In conclusion the governor asked tho legislature to get to work at once Mid not indulge in useless delay. |
