I . Tl means when used as a noun: j popular oration, a speech addressed t oa large public assembly, a noisy, ranting speech; when used as a verb, to address earnestly or noisily. It comes from the French "harangue" "ha-rangue" meaning, literally, a speech before a large multitude. It is used like this as a noun: "He dllevered an impassioned harangue;" as a verb: "He haranged the crowd."
