State Department Should Be i Reorganized and Plan for the Supremacy of World Trade WASHINGTON, Jan. 29 The United States, Secretary Lansing declared de-clared in a report to the senate, has ' come, as a result of the war and through no self-effort into a position of preponderance quite comparable to that which was coveted by Germany and which she sought to attain by means of aggression and force " Tho report which was in response to a senaio resolution inquiring of the heads of the several departments tho steps taken to promoto -the foreign trade of the United States expressed the belief of Mr. Lansing that the state department especially that portion por-tion devoted to trade problems must be completely reorganized. "Tho European war came upon the United States in 191-1," said Mr. Lansing Lans-ing "as a surprise chiefly because its department of state through Inadequate Inade-quate equipment had been unable to gather information and interpret it in a manner which will reveal the hidden purposes by which hostilities were precipuaieu. i'ossiDiy no Diumo can be imputed to this government for this lnxlty in view of the general confidence confi-dence in the supremacy of International Internation-al justice; but today, after the experiences exper-iences through which we have passed, no reasonable effort must bo spared to make a similar surprise impossible in the future." Asserting that diplomacy and trade promotion more than ever will go hand in hand as a result of the -war, the secretary expresses the opinion that "the time has now arrived to "establish "es-tablish a community of demand" in the matter of foreign trade. Mr. Lansing Lans-ing adds that while there may be no duplication of work, several governmental govern-mental agoncies arc operating at pres- ent in tho same domain of foreign af- H fairs. H One of the principal recommenda- tions made to tho senate in the report is that Uie diplomatic and consular services be brought close together and given an Interchangeable character. Another is that a means be provided for promotion of consuls general and diplomatic secretaries to the grade of minister, thereby obtaining the sen- ices of trained men. H |
