Men high and low. branded as conspiring to make terms with the Kaiser, have been put to death or held prisoners. The duma is in power and, aided by the city governments, is holding a strong mastery over the government. Russia will (begin with new energy and vigor to drive ahead to meet the strongest forces the Central powers can place on the eastern lines. The Standard more than once has said the Germans made a mistake in centering their efforts on Verdun instead in-stead of concentrating on the eastern east-ern front Had they continued to pound away at the Russian lines, they might have brought the Russian people peo-ple to their knees, and. with friendly men high in the councils of the nation, na-tion, induced a separate peace.
