Another month probably will be required for congress to complete the war tax bill, although the house passed it last night. It was indicated today that tho senate will make so many changes in tho measure as to result almost In a re-drafting, particularly of bections relating re-lating to taxes on excess profits, incomes in-comes and manufactures and the increased in-creased second-class postal rates.
