Tho federal government yesterday delivered a second sec-ond smashing blow at the lawless elements ele-ments that have been active In hindering hinder-ing the whole-hearted prosecution of the war. Tho move of the department of Justice which began weeks ago In tho simultaneous raids on headquarters headquar-ters of the Industrial Workers of the World reached a climax with tho indictment in-dictment in the federal courts of 166 leaders and members of that organization organ-ization and the prompt arrest of more than 100 of them, Including William D. Haywood, the general secretary and treasurer. Haywood and tho others wore brought in In motor cars driven by society women members of the Navy Relief society, who for weeks havo put their automobiles at the call of agents of the department of Justice. Haywood was held in $25,000 bond and the others of lesser weight in the! organization at $10,000. Some of those; taken in the first raid proved to bo merely loungers about the I. W. W. headquarters and were released after jH being examined. jH The sections of tho espionage law of the United States code under which tho men were indicted read as follows: "Whoever, when the United States is at war, shall cause insubordination, disloyalty, mutiny or refusal of duty In the military or naval forces of the United States, or shall wilfully ob-struct ob-struct the recruiting or enlistment fl service of tho United States to tho injury of the sen-Ice or of the United States, shall bo punished by a fino fl of not more than $10,000 or imprison- fl ment for twenty years, or both." Section 6 of the United States crim-inal crim-inal code forbids conspiracy to over-throw over-throw the government or to take any of tho pr6perty of the United States and violations of this code are punisht able by a fine of $5,000 or imprison-ment imprison-ment for six years or both. Section 19 prohibits intimidation o citizens and carries a fine of $5,000 and imprisonment for ten years. Any person convicted of a violation of this code according to tho language of the section "shall thereafter be ineligible to hold any office or place of honor, profit or trust created by the consti- fl tution or laws of this country." Section 37 deals with general con-piracy con-piracy against tho government and fixes a punishment of a fine of $10,000 or imprisonment for two years, or |
