OCR Text	Show CARRANZA FIXES EXCHANGE RATE ON PAPER MONEY Mexico City, OcL 23. General Carranza Car-ranza tonight issued two decrees providing pro-viding that tho secretary of the treasury treas-ury shall fix the rate of exchange on paper money. By ono of the decrees the salaries of all employes or workmen work-men must bo paid in gold or its equivalent equiv-alent In paper at tho rate fixed by the treasury. The other decree provides pro-vides that taxes must be paid in gold or in paper at a rate fixed by tho treasury. It Is stated that the decrees will result in a big increase in wages to all employes and some increase in taxes.
