Taylor of Philadelphia told the industrial relations commission today that in his opinion labor unions soon would insist on scientific man agement system's. There was no such thing as driving the workmen, he said, and the difficulty in getting the system started In many plants, he added, had been due more to tho employers than to tho workmen.
