Show SCORES ESCH TOWNSEND RATE BILL concord N II 11 sept 29 in a berle of open letters to edward A mosely of the interstate commerce commission former senator william II 11 chandler of new hampshire ills attitude toward he esch townsend rate legislation bill to come before congress at its next session and calls to the attention of the somo of the dangers that arset the attempts to pass tho bill althey appear to him mr chandler lays great stress on the attitude of the railroad companies and says the methods of defeating the measure to be put forward next winter would bo dangerous amendment or additions to the esch townsend bill under tho guise ot friendly improvements prove ments but really as railroad tracks air chandler says further you cannot reasonably expect that a law can be passed through both houses of congress which shall make a reasonable transportation rate fixed by the commission take effect immediately and remain in force until reversed by the court of review when mr samuel spencer in behalf of the railroads bag announced that they will not permit either of two things T two things mr chandler charges are the gnang of power to the commission to substitute in a particular case a rate or price which in their judgment is just as reasonably reason abla in the place of the ono judged by them to be unjust or unreasonable and tho enactment of statutes which provide that a rate of transportation once fixed by any authority ahal remain perpetually in force thereafter until changed by commission or by court mr chandler further charges that thirteen thousand millions ot capital representing miles of railroad aro arraigned against the president in his attempt to pass railroad legislation he also charges by furnishing frea transportation the railroads will attempt to corrupt legislation mr chandler asserts that lawyers ministers of tho gospel and newspapers ara especially cared tor by the railroads notwithstanding that the system Is grossly illegal and closes his last letter with an appeal to the american people to help the president |
