DISCUSS NEEDS OF PEASANTS moscow sept as abe congress of and municipality 8 today discussed its economic pro gramme with special reference to the peasants need of more land the committee submitted the draft of a proposed appeal to the legislation in which was advanced tho right of the state to appropriate the land of owners and divide it among the peasants who without land the executive committee of the congress opposed the draft especially the section relating to the of lands and in tho final draft merely urged the necessity ot increasing the allotment of land and of reforms in connection with the land tenure the final draft alao urged the adoption of measures for popular education and for the establishment of state insurance tor workingmen it was proposed that the congress should send telegrams of sympathy to prince lvoff marshal of the nobility and buo ouo of the delegates who presented the petition of the last all congress to tho emperor who was attacked during the recent disturbances tur bances at balashoff and to M zero benko who was expelled from odessa at the time of the mutiny on the battleship kniaz the report of general burnado Bur navo governor general of moscow who lias attended all the sessions of tho congress promice to stop the proceeding it the conditions under which the delegates were permitted to assemble protested against the proposal contending that it was not included in the pio gramme of the congress the delegates listened in silence to tho protest
