Show SPEAKS ON THE TAFTJREATIES "Washington, -Jan. IS Senator Mc-Cumbcr Mc-Cumbcr of North Dakota appealed to tho sonato today to ratify immediately immediate-ly President Taft's arbitration treaty with England and Franco without omondment. He argued that tho terms of tho treaties in no way usurped usurp-ed the constitutional rights 'of tho senate, nor did they compel tho arbitration ar-bitration of any traditional question of American policy, such as the Mon-, Mon-, roe Doctrico or the control of immigration. immi-gration. Ratification of tho treaties, Senator Sena-tor McCumber declared, would give to the cause of arbitration Buch an impetus that Hko treaties would soon be made with all clvlllzed-natlons. "With a treaty of this kind signed by all the great nations," said Senator Sen-ator McCumber, the war with Tripoli would never have beon heard of and the cries of Persia for justice and mercy would not now ho ringing through the world. Tho time is coming com-ing when one great nation will not bo able to borrow money from other powers to carry on an unjust war." Mr. McCumber quoted statistics to show that the gorornment's appropriations appro-priations Tor tho army and navy had Increased 230 per cent in twenty years while the increase in population popula-tion was 4-1 per cent. England's war appropriations had Increased 115 per cent In twenty years he said while her population had been increasing 20 per cent. Senator McCumber took tho position posi-tion that no construction of tho lan-piage lan-piage of tho treaties could bind tho United States to arbitrate a question involving the Panama cana. "We might propcrlv say this is an American question, not an International Interna-tional one. and one which could not be submitted to arbitration," he said- |
