President Holds All Officials In Mexico Mex-ico Responsible for the Safety of Americans, But Advises Exodus of Countrymen. Washington. President Wilson on Wednesday night warned all Americans Ameri-cans to leave Mexico at once. At the same, time the American embassy and all consular representative throughout tha southern republic were Instructed "to notify all officials, civil or military, in Mexico," that they would, be held strictly responsible for nana or Injury done to Americans or their jrorty. Secretary Dry an dispatched long telegrams tel-egrams to the embassy and all consular consu-lar representatives, quoting extracts from the presidents address to congress con-gress on Wednesday, la which he reviewed re-viewed the futile peace negotiations with the Hueila governmet , and the policy the United Stales would pursue pur-sue hereafter toward Mexico. In these messuKes the consuls were Instructed to give every aid prmslble to departing Americans, furnlshlug irnDHiortatlon and any other pecuniary assistance to the needy. They were Informed that a suflicRnt number of ships would be provided to carry away those in the seacoast towns. Foreign governments w ill be notified of the action of the I'nltixl States, so that they may give similar advice; but the American consuls will help all foreigners In any emergency.
