Chinese Feel That Granting of Demands De-mands Would be to the Detriment Detri-ment of Treaty Rights of Other Nations. Pekin. Certain political and territorial terri-torial demands which Japan has mado upon China following the Japanese occupation oc-cupation of Kiao-Chow have become known in Pekin. and their extent is disquieting to Chinese officials. These demands, twenty-one in number, num-ber, were communicated to the Chinese Chi-nese government January 23 by the Japanese minister here. They include, first, that China turn over to Japan all existing German and Austrian concessions; second, that China pledge herself not to give concessions in the future to any country except Japan; third, permission to build a special territorial railroad; and fourth, mining min-ing privileges in Shantung and Kukien provinces, in Canchuria, in eastern Mongolia and in the Yang-Tse valley. It is felt in Pekin that if these demands de-mands were granted the result would he tantamount to turning over to Japan all the regions above named as spheres of influence, to the detriment of the treaty rights of other nations. The Pekin government has not replied re-plied to the Japanese note. Chinese officials are particularly incensed in-censed just now at rumors circulated here that China is negotiating with Germany to the end that German officers of-ficers reorganize the Chinese army. This report is denounced as without foundation. |
