Anarchy, panic and disorder are said to reign in Mexico City by dispatches from Vera Cruz on Saturday to the Carranza agency here, Rafael Zubaran, Carranza's minister of the interior, charges that many women in the capital are near death from their treatment at the hands of Villa troops.
