In well informed diplomatic dip-lomatic cirles it is reported that the terms which Germany is willing to consider for peace are substantially as follows: 1 The establishment of Poland into an independent kingdom, to be com- I prised of all Russian Poland, a part of Austrian Poland and a small part ! of German Poland. 2 Absolute freedom of the seas, established es-tablished through an international declaration of the rights to which all maritime powers shall be signatory. Germany will agree never again to establish a submarine blockade. England Eng-land to agree never again to make the North sea a tributary water. 3 Co-equal rights and liberties for i the Jews in all lands guaranteed by i all signatories to any treaty of peace. 4 Bessarabia, now Russian terri-j terri-j tory on the Black sea, to be ceded to Rumania. 5 Austria-Hungary to be given a dominating influence in the Balkan states. 6 Belgium to be restored and her sovereignty aud future neutrality . guaranteed. i 7 All French territory held by Ger-mauy Ger-mauy to be restored to France. 8 That portion of Alsace held by Fiance to. remain a part of the German Ger-man empire. 9 All German colonies seized during dur-ing the war to be restored. 10 An Indemnity to reimburse Germany Ger-many for the cost ol her military i operations. |
