The concept, as stated by Thomas Greene, past president pres-ident of the Utah Bar Association, Assoc-iation, is that of a single system sys-tem of trial courts with statewide state-wide jurisdiction over every kind of case " . involving specialized divisions within the unified court structure with special judges . . . every judge of the oourt . . . authorized author-ized to try each kind of case when necessary . . . with no jurisdictional overlap." To summarize, the unified oourt system would establish one court of original jurisdiction jurisdic-tion with a single administra-tive administra-tive head, a single organizational organiza-tional structure, a single set of rules and procedures, and a single financing system and consolidated budget. E. Keith Start, Jr.. Utah Legislative Leg-islative Council Research Consultant, Con-sultant, will explain the system sys-tem and the legislative proposals pro-posals required to adopt it in Utah.
