Nephl South have been success- i ful In pushing through the I special session of the Legislature Legisla-ture a resolution opposing the Wilderness proposal lot Zion National Park. The two southern Utah Representatives Re-presentatives initiated the resolution res-olution and were successful in overcoming the 'two-thirds vote ! to have the resolution come on ! to the floor of the house, where ! it was passed Friday by a mar-I mar-I gin of 63-3. 1 From the House the bill was 1 passed to the Senate where It received furthtr strong support I from hat body when they ad- i . opted the resolution by a strong margin. j The resolution will now be passed on to the Governor where there appears to be no question that the resolution will be signed. , The resolution, in its entirety as presented before the legislature legisla-ture follows: A CONCURRENT RESOLUTION OF THE BUDGET SESSION OF THE 40TH LEGISLATURE OF THE STATE OF UTAH, THE GOVERNOR CONCURRING CONCUR-RING THEREIN, REQUEST- ING THE EXECUTIVE DEPARTMENT DE-PARTMENT OF THE FEDERAL FEDER-AL GOVERNMENT AND CONGRESS TO ABANDON PLANS TO MAKE NEARLY ALL OF ZION NATIONAL PARK A FEDERAL WILDERNESS WILD-ERNESS AREA. Be it resolved by the Budget Session of the 40th Legislature of the State of Utah, the Gov- t ernor concurring therein: WHEREAS, Zion National Park has existed as a national park under the supervision and administration of the National Pa:k Service for many years and as such has provided persons per-sons from all over the world, and particularly the United States, with rare opportunities to see and enjoy distinct rock formations and other scenic attractions at-tractions posessing great natural nat-ural beauty; WHEREAS, formal consldera-tlon consldera-tlon and planning is now under un-der way to Include approximately approxi-mately 92 of the area within Zion National Park In a Federal Feder-al wilderness area; WHEREAS, the inclusion of any of Zion National Park in a Federal wilderness area would greatly Increase the restrictions imposed upon the lands within any such area and would re- quire acts of Congress to effectuate ef-fectuate any changes in the uses of that area; WHEREAS, the proposed in-elusion in-elusion of such a substantial part of Zion National Park In a Federal wilderness area would have a very significant effect upon those who might otherwise other-wise desire to visit Zion National Na-tional Pari? in the future and upon the economic and social welfare of Southern Utah and surrounding areas for the following fol-lowing reasons: (1) This inclusion would serve to prevent the construction construc-tion of further roadways and pathways Into the proposed Wilderness area, thus making It substantially unavailable to a vast majority of the people who misht visit this Park, its effective usage being restricted to those who can back-pack into in-to the area. (2) This inclusion would greatly inhibit ore even foreclose fore-close the development of mineral min-eral rights in the area presently present-ly owned by the private sector of the economy in a time when natural resources of a wide variety var-iety are tocimng steadily less abundant throughout' the United Unit-ed States. (3) ThU inclusion would prohibit the commencement of flood control and soil erroslon and water development programs pro-grams that may be contemplated contemplat-ed for lands within the proposed propos-ed wilderness area and nearby, this In an area where these programs are of almost supreme su-preme Importance to the persons per-sons and the animals who live there. (4) This Inclusion, if the area covered is allowed to expand ex-pand at any time in the future, could well end numerous valu able water rights and grazing rights that have existed for a substantial period of time on lands close by the proposed wilderness area. (5) This inclusion would have a marked disruptive effect ef-fect upon the usage of this Park by the tourists who in the past have come there In great numbers to view the great natural nat-ural beauties there, the effect of this being to lessen substantially substan-tially the returns from one of the most important Industries of Southern Uah and surrounding surround-ing areas, tourism, and upon which many portions of It depend de-pend for their economic livelihood. liveli-hood. NOW, THEREFORE, BE IT RESOLVED, that the Budget Session of the 40th Legislature of the State of Utah, the Governor Gov-ernor concurring therein, hereby here-by memorializes the President of the United States, the Secretary Sec-retary of the Interior, the Di-recor Di-recor of the National Park Service, Ser-vice, and the Congress of the United States to abandon any plans to Include lands in Zion National Park in a Federal wilderness area because of the detrimental effect it would have upon Southern Utah and surrounding areas. BE IT FURTHER RESOLVED, that the secretary of state be, and he hereby Is, directed to send copies of this resolution to the President of the United States, the Secretary of he Interior, In-terior, and the Director of the National Park Service, and to the Senate and House of Repre-sentatives Repre-sentatives of the United States and to each member of he congressional con-gressional delegation representing repre-senting the State of Utah in Congress. t |
