Tho Telephone Company and the power company need tho roads open in order to moot their commitment to keep the utilities in repair during the winter. 5. There is evidence of a considerable amount of travel trav-el between various communities communi-ties on Highway 89 and Cedar Ce-dar City and other communities communi-ties on Highway 91. 6. The road needs to bo kept open because medical services should be made available to people on Highway 89 7. The road is a convenience conveni-ence to a number of students who are attending Southern Utah State College. The road between Cedar Breaks to Brian Head should be kopt open primarily because be-cause tho many buses coming from California cannot make the grade up Pa rowan Canyon. Can-yon.
