In addition to the assignments made to city councilmen. a si,ri"s Appointments and establishment establish-ment of policy were the order of the evening at the first meeting of the Cedar City Council for 19u( under a new administration headed by Mayor Loren Whetten. Council assignments were also made by the mayor in his efforts to get the administrative program pro-gram underway. Mayor Whetten and two new councilmen took the oath of office the previous Monday before settling down to their responsibilities at Thursday's Thurs-day's meeting. The divisions of the city government gov-ernment were broken up into five categories by Mayor Whetten and each member of the city council was assigned to a specific spe-cific category for which he will assume principal responsibility. The assignments were made as follows: Kerry Jones, Public Safety, which includes the police department, depart-ment, fire department, and public pub-lic health., Louis Webster, water, sewage and flood control. Haze Hunter, streets, sidewalks, engineering, garbage disposal and building inspection. Richard T. Stucki, airport and recreation, which includes the .' Appointment as city manager on a temporary basis was former Cedar City Mayor Arnold Anderson. Ander-son. Anderson assumed his responsibilities re-sponsibilities and will serve through June at which time the position will be again considered consid-ered by the council on a permanent per-manent basis. Four-year appointments were approved by the council as fol- i ; lows: Justice of the Peace, Haldow E. Christensen. City Attorney, Robert L. Gardner. Gard-ner. City physician, LaMar Graff, Jt. City Recorder, Ellen A. Simkins. Three other temporary appointments appoint-ments were also approved at the council meeting as follows: Building Inspector, Morgan Slack. Sanitation Inspector, Warren Cox. Bail Commissioner, Kent Hoyt. Mayor Whetten announced that all other city employees will serve under their present appointments ap-pointments until future notice. Direct Responsibility The Mayor charged each councilman coun-cilman with the direct respensi-bility respensi-bility of each of the departments to which they were assigned with the city manager reporting to each in respect to that department. depart-ment. The city manager, according to policy established at the meeting, meet-ing, will be in charge of all departments de-partments except those excluded by law and will work closely with the particular councilman assigned to a given department in resolving problems pertaining to it. Problems that can't be resolved re-solved at this level will be brought to the Mayor and City Council, Whetten indicated. The Mayor, under the policy program, will serve as ex-officio to all departments. City manager will also accept applications for employment, but approval of all new employees hired on other than a temporary basis, will be reserved for council decision. Supervisors of departments, who will be retained as presently constituted, will be charged with the responsibility of getting the work done as outlined by the city ci-ty manager. No Changes Indicated "We are proud of the work our city employees are doing," Mayor Whetten stated, "and we anticipate antici-pate making no changes at the present time. However, we do intended in-tended to give full value for every tax dollar spent by the council," he said. In addition to their assignments assign-ments to the various departments Mayor Whetten also assigned members of the council to serve on various boards and committees commit-tees of the city. Those assignments were listed as follows: Power Board, Kerry Jones. Water Board, Louis Webster. ( Beautification Committee, Frank Petty. Airport, R. J. Stucki. Planning Commission, Haze Hunter. Library Board, Mayor Whetten. Extend Watershed Pack Aside from appointments and policy matters the City Council also took action which resulted in the signing of an amendment to the 1954 application under the watershed protection and flood provision action, enlarging the area to include from Parowan South to and including the Kolob and Crystal Creek areas. The original or-iginal application for federal funds submitted in 1954 included only the principal area of Coal Creek Water Shed. The Mayor pointed out that one of the reasons rea-sons for the expansion amendment amend-ment was the fact that waters of Kolob and Crystal Creek area will belong to the people of Cedar Ce-dar City when the Dixie Project is completed. In other action the council authorized rates for the Painted Hills Golf Course, (see story on sports page); authorized a contribution contri-bution of $75 for the Cedar Breaks District, Boy Scouts of America and authorized the installation in-stallation of a heavy sewer line -beneath the highway on 200 South Street. |
