The United States always has held that reparations is strictly a European matter, in which this country coun-try is not concerned, and official recognition re-cognition of the conference, even to the extent of sending an observer, would be an opening wedge to consequent con-sequent recognition of the legitimacy f.-f the French contention that payment pay-ment of the war debts to this country depends upon payment of German reparations to those ' that owe us.
