Show FRENCH NOTE BLOCKS DEAL PCINCARE STATEMENT ASSERTS NEGOIATIONS ARE IMPOSSIBLE IM-POSSIBLE French Note Raises Question of What Might Be Gained by Again Appraising Germany's Capacity to Pay .Paris. rremier f'oinoare's recent note to London informed the British government that France could not negotiate with Germany until passive pas-sive resistance in the Ituhr was ended end-ed and that evacuation could not be considered until a ifinal agreement was reached and reparations payments pay-ments made or assured. The substance of the note was made public Thursday night after the premier had read press accounls of the British prime minister's statements state-ments in which Great Britain's proposals pro-posals were disclosed. The French note raised the question ques-tion of what might toe gained by once more appraising Germany's capacity ca-pacity to pay. The estimation of the Reich's 'capacity to pay, the nojte declared, was the duty of the reparations repara-tions commission. The premier expressed ex-pressed the wish that the American unofficial member tl the commission could take a more active part in its deliberations. |
